Synopsis As Introduced
Amends the Department of Veterans Affairs Act. Subject to appropriations, requires the Department to pay veterans service organizations for services provided by veterans service officers in processing claims and other benefits for veterans and their spouses or other beneficiaries residing in Illinois. Requires payment at the rate of $0.010 for each dollar of benefits obtained for veterans or their spouses or other beneficiaries. Sets forth criteria that a veterans service organization must meet.

Deletes everything after the enacting clause. Reinserts the provisions of the engrossed bill with changes. Creates the Veterans Service Organization Reimbursement Fund. Provides that, subject to appropriation, the Department shall make payments from the Fund to a veteran's service organization for veterans services rendered on behalf of veterans and their spouses and beneficiaries by a veterans service officer employed by the organization. Provides that a veterans service organization may receive compensation under the Veterans Service Organization Reimbursement Fund or it may apply for grants from the Illinois Veterans Assistance Fund, but in no event may a veterans service organization receive moneys from both funds during the fiscal year. Amends the State Finance Act to exclude the Veterans Service Organization Reimbursement Fund from the Act's administrative chargeback provisions. Provides that the payments to veterans service organizations are subject to appropriation. Provides that "veterans services" means the representation of veterans at federal hearings to secure certain benefits.
