Replaces everything after the enacting clause. Creates the Illinois Covered Act. Creates the Illinois Covered Rebate Program Act. Provides that the Department of Healthcare and Family Services shall provide premium assistance to offset the cost of paying premiums to secure health insurance to eligible persons. Sets forth the criteria for eligibility. Creates the Illinois Covered Choices Act. Requires all managed care entities to offer one or more suitable group managed care plans and one or more suitable individual managed care plans. Allows managed care plans to receive reimbursement for a portion of claims paid. Provides for administration of the Illinois Covered Choices program by the Department of Healthcare and Family Services, in conjunction with the Division of Insurance within the Department of Financial and Professional Regulation. Establishes an Office of Patient Protection within the Division of Insurance to ensure that persons covered by accident and health insurance or health care plans are provided the benefits due them under the Illinois Insurance Code. Creates the Comprehensive Healthcare Workforce Planning Act. Creates the State Healthcare Workforce Council. Requires the State of Illinois to prepare a comprehensive healthcare workforce plan every 5 years. Creates the Community Health Center Targeted Expansion Act. Requires the Department of Public Health to establish a community health center targeted expansion grant program. Provides that the grants shall be for the purpose of establishing new community health center sites, expanding primary health care services at existing community health center sites, or adding or expanding specialty health care services at existing community health center sites, in each case to serve one or more of the targeted populations in this State. Creates the Illinois Roadmap to Health Act. Requires the Director of Public Health, in coordination with the Director of Healthcare and Family Services and the Secretary of Human Services, to develop and implement an Illinois Roadmap to Health, including a 5-year strategic plan for developing a statewide system of chronic care management. Requires the Director of Healthcare and Family Services, in collaboration with the Director of Public Health, the Secretary of Human Services, and the Department of Central Management Services, to develop new strategies to promote wellness and healthy lifestyle choices and prevent chronic illness. Creates the Health Information Exchange and Technology Act. Requires the Department of Public Health to establish a program to promote the development of a health information exchange framework and foster the adoption of electronic health record systems. Provides for the formation of a common claims and procedures work group to recommend steps to achieve goals relating to claims processing. Creates the Illinois Covered Assessment Act. Imposes a tax on each employer, for the privilege of hiring employees in this State, at the rate of 3% of the wages paid to Illinois employees by the employer during the taxable year; applies to wages paid on or after July 1, 2008; prohibits an employer from collecting the tax from employees; provides for credits against the amount of the tax. Establishes a Promoting Individual Responsibility in Health Insurance Task Force to analyze the effects of establishing an individual mandate to purchase health insurance. Amends the Loan Repayment Assistance for Physicians Act. Renames the Act the Targeted Loan Repayment Assistance for Physicians and Dentists Act. Changes the educational loan repayment assistance program to apply to physicians and dentists who practice in Illinois and serve targeted populations. Provides that the Department of Public Health shall consider application for assistance under the program beginning July 1, 2007. Increases the maximum dollar amount in grants a person may be awarded under the program. Amends various Acts concerning insurance and Medicaid. Contains provisions concerning findings, emergency rulemaking, and severability. Makes other changes. Effective immediately.

Senate Floor Amendment No. 2
Replaces all of the provisions creating the Community Health Center Targeted Expansion Act. Reinserts substantially similar provisions, except changes "community health center" to "community health provider".

Senate Floor Amendment No. 6
Makes changes in the provisions creating the Illinois Covered Assessment Act. Eliminates credits for employers whose expenditures for health care for Illinois employees exceed 2.5% of the wages paid to such employees but do not exceed 4%. Provides that if the tax otherwise due under the Act with respect to the wages of any employee of the employer is $7,500, the credit allowed shall be computed without taking into account any wages paid to that employee or any expenditures for health care incurred with respect to that employee, and, in addition to the credit so computed, the employer shall be allowed a credit of $7,500 with respect to that employee of the expenditures for health care incurred with respect to that employee exceed $10,000. Provides that for purposes of determining whether total expenditures for health care for Illinois employees exceed 4% of the wages paid to Illinois employees for a taxable year, the wages paid to and expenditures for health care for any Illinois employee with health care coverage provided by another employer of that employee, or with health care coverage as a dependent through another employer, shall be disregarded.
