Adopts the report of the Joint Committee for the Constitutional Convention Proposal. Sets forth an explanation of the proposed call for a State Constitutional convention, arguments in favor of and against holding a convention, and the form of the ballot.

Changes language concerning special interest groups and lobbyists having disproportionate influence over the "General Assembly" to over the "legislative process". Changes a reference to "special interests groups" to "special interest groups".
