Synopsis As Introduced
Amends the Illinois Vehicle Code. Provides that an officer of the Department of State Police who is driving a motor vehicle in the course of his or her official duties must have his or her in-car video camera operating at all times. Effective immediately.

Replaces everything after the enacting clause. Amends the State Police Act. Requires an officer of the Department of State Police who is driving a motor vehicle equipped with an operable in-car video camera system while in the course of the officer's official duties to have the system recording activities outside of the vehicle when responding to a call with the vehicle's emergency lighting response system activated. Also provides that neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion. Effective immediately.

House Amendment No. 2
Amends the bill to provide that an officer of the Department of State Police who is operating a police vehicle equipped with an operable in-car video camera system (deletes "while in the couse of his or her official duties") shall have the system recording activities outside the police vehicle while the police vehicle's emergency lighting system is activated (instead of "when responding to a call with the vehicle's emergency lighting response system activated").
