New Act

Synopsis As Introduced
Creates the Illinois Energy Efficiency and Conservation Block Grant Act. Provides that the Green Governments Coordinating Council, in conjunction with the Office of Lieutenant Governor, shall be the State governmental body responsible for applying for and distributing any and all energy efficiency and conservation grant money pursuant to the federal Energy Independence and Security Act of 2007. Sets forth the duties of the Green Governments Coordinating Council with respect to those grant moneys. Effective immediately.

House Amendment No. 1
Provides that there is no rulemaking authority under the Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.

 Fiscal Note, House Amendment No. 1 (Illinois Environmental Protection Agency)
 HB 5369 (H-AM 1) would not have any fiscal impact on the Illinois EPA.

House Amendment No. 2
Removes a provision of the bill that provides that the application for and distribution of federal grant moneys by the Green Governments Coordinating Council shall be done in conjunction with the Office of the Lieutenant Governor. Provides that certain actions by the Green Governments Coordinating Council must be completed as soon as practical after the effective date of the Act (instead of April 21, 2008).
