Deletes everything after the enacting clause. Creates the Global Warming Response Act. Provides that the Illinois Environmental Protection Agency is the State agency charged with monitoring and regulating sources of emissions of greenhouse gases. Requires that the Illinois Environmental Protection Agency shall propose and the Pollution Control Board shall adopt rules to require the reporting and verification of statewide greenhouse gas emissions and to monitor and enforce compliance with the program. Requires that the Illinois Environmental Protection Agency shall propose a statewide greenhouse gas emission level that is equivalent to the 1990 emission level. Creates the Illinois Energy Efficient Furnace Act. Provides that the Department of Commerce and Economic Opportunity shall promulgate rules establishing minimum efficiency standards for residential furnaces. Creates the Illinois Clean Car Act. Requires the Illinois Environmental Protection Agency to establish a clean car program. Amends the Energy Efficient Commercial Building Act. Provides that the Code adopted under the Act applies to any new building or structure (instead of any commercial building or structure). Creates the Clean Home-Grown Fuels Act. Encourages the use of alternative fuels. Deletes language providing that residential buildings are exempt from the Code. Repeals the Kyoto Protocol Act of 1998. Contains other provisions. Effective immediately.
