Synopsis As Introduced
Amends the Illinois Public Aid Code. Provides that dental services authorized under the medical assistance program include preventive, diagnostic, or corrective procedures. Provides that dental services provided to persons who are participating in education, training, or employment programs operated by the Department of Human Services must be provided by an individual licensed to practice dentistry or dental surgery; also provides that such "dental services" mean diagnostic, preventive, or corrective procedures provided by or under the supervision of a dentist in the practice of his or her profession (eliminates a reference to prosthodontics).

House Amendment No. 1
Replaces everything after the enacting clause. Amends the Illinois Public Aid Code with provisions similar to those of the bill as introduced, concerning medical services provided under the medical assistance program, except (1) provides that those medical services may include dental services provided by an individual licensed to practice dentistry or dental surgery and that "dental services" means diagnostic, preventive, or corrective procedures provided by or under the supervision of a dentist in the practice of his or her profession (instead of providing that those medical services may include dental services "including preventive, diagnostic, or corrective procedures") and (2) provides that dental services for persons who are participating in education, training, or employment programs operated by the Department of Human Services shall be provided by or under the supervision of a dentist (instead of providing that such dental services shall be provided by an individual licensed to practice dentistry or dental surgery and defining "dental services") and eliminates a requirement that those dental services shall include but not be limited to prosthodontics. Provides that neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.

 Fiscal Note, House Amendment No. 1 (Dept. of Healthcare & Family Services)
 This amendment allows, but does not mandate, the addition of adult preventive dental services. FY09 estimated cost of providing two cleanings and one fluoride treatment to the current adult Medicaid population is $59.1 million.
