Synopsis As Introduced
Amends the Nursing Home Care Act. Prohibits an owner, licensee, administrator, employee, or agent of a nursing home from exploiting a resident. Requires a nursing home employee or agent who becomes aware of such exploitation to report it. Effective immediately.

House Amendment No. 1
Provides that neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.

House Amendment No. 2
Changes references from "exploitation" to "financial exploitation", and provides that for the purpose of these provisions in the Nursing Home Care Act, "financial exploitation" has the meaning described in provisions of the Criminal Code of 1961 in connection with the offense of financial exploitation of an elderly person or a person with a disability.
