Synopsis As Introduced
Amends the Illinois Commission on Volunteerism and Community Service Act. Subject to appropriation, allows the Commission on Volunteerism and Community Service to award an Illinois Service Education Award Grant to recipients of a national service educational award awarded by the Corporation for National Community Service, which grant must be awarded only as a partial matching grant. Provides that an individual who successfully completes a required term of full-time national service in an approved national service position in this State may apply to receive a grant. Sets forth the purposes for which a grant may be used.

House Amendment No. 1
Removes a provision allowing the Illinois Commission on Volunteerism and Community Service to adopt rules concerning the grant. Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.

House Amendment No. 2
Adds reference to:
30 ILCS 105/5.710 new

Deletes everything after the enacting clause. Reinserts the contents of the bill as amended by House Amendment No. 1, with the following changes. Provides that the award of a grant is subject to appropriation from the Illinois Service Education Award Grant Fund. Creates the Illinois Service Education Award Grant Fund as a special fund in the State treasury. Provides that all money in the Fund shall be used, subject to appropriation, by the Illinois Commission on Volunteerism and Community Service for the purposes of the grant program.
