Synopsis As Introduced
Amends the Humane Care for Animals Act. In provisions prohibiting animal fighting, other than fighting where the only animals involved are dogs, and fighting between an animal and a human, increases certain criminal penalties. Amends the Criminal Code of 1961. In provisions prohibiting dog fighting, increases certain criminal penalties. Effective immediately.

House Amendment No. 1
Provides that a person who patronizes an animal or dog fighting exhibition, for a first offense, is guilty of a Class A misdemeanor and must complete 20 hours of community service. Provides that a second or subsequent violation is a Class 4 felony.

House Amendment No. 2
In the amendatory changes to the Humane Care for Animals Act, provides that a person must knowingly attend a show involving a fight between 2 or more animals, an animal and human, or the intentional killing of an animal for the purposes of sport, wagering, or entertainment in order to be guilty of the offense. In the amendatory changes to the Criminal Code of 1961, provides that a person must knowingly attend a show involving a fight between 2 or more dogs, a dog and human, or the intentional killing of a dog for the purposes of sport, wagering, or entertainment in order to be guilty of the offense. Restores language that if a person under 13 years of age is present at any dog fighting show, exhibition, program, or other activity, the parent, legal guardian, or other person who is 18 years of age or older who brings that person under 13 years of age to that show, exhibition, program, or other activity is guilty of a Class 4 felony for a first violation and a Class 3 felony for a second or subsequent violation.
