Synopsis As Introduced
Amends the Department of State Police Law of the Civil Administrative Code of Illinois, the State Finance Act, and the Illinois Vehicle Code. Increases the fees to be paid when Illinois State Police escorts are required for the safety of the motoring public. Provides that, in determining the fees, the actual time of the movement shall be the time the police escort is required to pick up the movement to the time the movement is completed with a minimum time of 3 hours, any delays or breakdowns shall be considered part of the movement time, and any fraction of an hour shall be rounded up to the next whole hour. Removes the fee for special police escorts from the permit fee calculation. Provides that the money collected for special police escorts shall be deposited into the Over Dimensional Load Police Escort Fund, a new special fund in the State treasury that shall be used by the Department of State Police for its expenses in providing police escorts and commercial vehicle enforcement activities. Makes other changes. Effective January 1, 2009.

Deletes reference to:

Replaces the amendatory changes made by the introduced bill regarding fees for State Police escorts. Adds language imposing specified hourly fees to be paid to the Illinois State Police for State Police escorts in addition to the fees already imposed under existing law. Provides that the Illinois State Police shall remit the moneys to the State Treasurer, who shall deposit the moneys into the Over Dimensional Load Police Escort Fund. Contains provisions regarding the determination of time for purposes of imposing of hourly fees. Makes other changes.

House Amendment No. 2
In provisions regarding the computation of the actual time of the movement of a police escort, deletes language providing that the minimum time is 3 hours.
