Synopsis As Introduced
Amends the Illinois Procurement Code. Specifies that the 10-year limit on the duration of State contracts and leases is inclusive of proposed renewals.

 Fiscal Note (Procurement Policy Board)
 HB 4723 does not require expenditure of State funds and has no impact on State revenues.

Replaces everything after the enacting clause. Amends the General Obligation Bond Act. Authorizes an additional $2,519,000,000 for capital facilities, transportation, school construction, and coal and energy development. Makes other changes. Effective immediately.

Senate Floor Amendment No. 2
Makes changes in various bond amounts and directs specified amounts of bond proceeds into the Illinois Works Fund. Removes the renaming of bonds as "refunding bonds".

Senate Floor Amendment No. 3
Provides that the bill takes effect upon becoming law, but only if and not until all of the following House Bills of the 95th General Assembly become law: 1496, 2651, 4723, 5618, and 6339.
