Synopsis As Introduced
Amends the Missing Children Records Act. Provides that for every child enrolled in a particular school, preschool, or day care or other child care facility (instead of upon enrollment of a child for the first time in such a facility), that school or other entity shall notify in writing the person enrolling the child that he or she must provide "a copy of a certified copy" (instead of a certified copy) of the child's birth certificate. Effective immediately.

House Amendment No. 1
Provides that once a school or other entity has obtained a copy of a certified copy of a child's birth certificate, the school or other entity need not request another such copy for any other year in which the child is enrolled in that school or other entity.

House Amendment No. 2
Replaces everything after the enacting clause. Amends the Missing Children School Records Act with the same provisions as contained in the bill as introduced and in House Amendment No. 1. Also provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion. Effective immediately.

House Amendment No. 3
Restores the provision of current law that a school or other entity shall notify the person enrolling a child that the person must provide a certified copy (instead of a copy of the certified copy) of the child's birth certificate. Requires the school or other entity to promptly make a copy of the certified copy of the child's birth certificate for its records and return the original certified copy to the person providing it.
