Synopsis As Introduced
Amends the School Code. In provisions requiring certain contracts to be awarded by competitive bid, provides that the acceptance of bids sealed by a bidder and the opening of these bids at a public bid opening must be permitted by an electronic process for communicating, accepting, and opening competitive bids; requires certain safeguards. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

House Amendment No. 1
Allows (instead of requires) an electronic bid process.

House Amendment No. 2
Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.
