20 ILCS 1605/7.9 new

Synopsis As Introduced
Amends the Illinois Lottery Law. Requires the Department of Revenue to carry on a continuous study of the lottery throughout the State on the demographic data of individuals who play the lottery and to report that information annually. Effective immediately.

House Amendment No. 1
Adds reference to:
20 ILCS 1605/27.5 new

Deletes everything after the enacting clause. Reinserts the provisions of the introduced bill with the following changes: Requires the Department of Revenue to employ an independent firm to conduct the demographic study. Provides that the study must be done at least once every 2 years (instead of annually). Sets forth requirements for the study. Provides that the Director of Revenue must report the results of the study before the convening of the regular legislative session that immediately follows the completion of the study. Provides that, notwithstanding any other law to the contrary, on and after the effective date of the amendatory Act, there is no rulemaking authority under the Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion. Effective immediately.
