Synopsis As Introduced
Creates the State Employees Flex-Time Act. Contains only a short title provision.

House Amendment No. 1
Deletes everything after the enacting clause. Creates the State Employees Flex-Time Mentoring Act. Defines terms. Provides that all State agencies may, within 180 days after the effective date of the Act, permit eligible State employees to take mentoring leave. Provides that "mentoring leave" means an eligible State employee's vacation, personal, and sick time spent mentoring a child in a qualified mentoring program. Sets forth qualifications and restrictions. Provides that there is no rulemaking authority under the Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.

 Fiscal Note, House Amendment No. 1 (Dept. of Central Management Services)
 HB 4370 (H-AM 1) will have a minimal administrative fiscal impact on CMS. It is important to note that the bill makes the granting of mentoring leave permissive. This could cause personal issues between the agencies, should some agencies choose not to permit this use of time.
