Deletes everything after the enacting clause. Amends the Toll Bridge Act. Deletes existing provisions regarding penalties for breaking a toll bridge gate or crossing a toll bridge without paying a required toll. Adds provisions regarding: penalties for intentionally breaking a mechanical or electronic toll collection device and operating a vehicle through a toll bridge gate or other area of a toll bridge without paying a required toll; liability of both a driver and registered owner of a vehicle; the use of photographic and technological devices to aid in the collection of tolls and enforcement of toll violations; contracts to provide assistance in the implementation of an automated toll violation enforcement system; administrative fees and costs imposed against the registered owner of a vehicle if the owner fails to pay a toll in a timely manner; and other matters. Amends the Illinois Vehicle Code. Includes automated toll violations at toll bridges in provisions authorizing administrative adjudication of certain violations and authorizing the Secretary of State to suspend driving privileges for certain violations. Authorizes establishment of an automated toll violation enforcement system for toll bridges operated by a governmental agency with or without the assistance of a private entity and sets forth requirements for the system. Provides that a county or municipality, including a home rule county or municipality, may not use an automated toll violation enforcement system to provide recorded images of a motor vehicle for the purpose of recording its speed for the purpose of enforcing any law or ordinance regarding a maximum or minimum speed limit. Makes other changes. Effective immediately.

House Amendment No. 4
In the language creating an automated toll violation enforcement system for toll bridges, deletes language that provided that a county or municipality, including a home rule county or municipality, may not use an automated toll violation enforcement system to provide recorded images of a motor vehicle for the purpose of recording its speed for the purpose of enforcing any law or ordinance regarding a maximum or minimum speed limit. Makes stylistic and conforming changes and a technical correction.
