Deletes everything after the enacting clause. Provides for the issuance of Handicapped Veterans' plates to disabled veterans with a disability that is less than 100%. Provides that Disabled Veterans' plates shall be issued only to veterans whose disability level is 100%. Provides that vehicles displaying Handicapped Veterans' plates are entitled to park in all areas in which vehicles displaying Disabled Veterans' plates are entitled to park. Makes a corresponding change in the Motor Fuel Sales Act.
