Synopsis As Introduced
Amends the Criminal Code of 1961. Makes a technical change in a Section that prohibits the possession of burglary tools.

House Amendment No. 1
Replaces everything after the enacting clause. Amends the Criminal Code of 1961 relating to the possession of burglary tools. Provides that the possession of a key designed for lock bumping demonstrates intent to commit a felony or theft. Defines "lock bumping".

Senate Committee Amendment No. 1
Adds language providing that a trier of fact may infer from the possession of a key designed for lock bumping an intent to commit a felony or theft, but the inference does not apply to a peace officer or other employee of a law enforcement agency or to a person or agency licensed under the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Deletes language providing that the possession of a key designed for lock bumping demonstrates intent to commit a felony or theft.
