Deletes everything after the enacting clause. Amends the Bi-State Transit Safety Act. Makes various changes to powers and duties of the St. Clair County Transit District with respect to certain federal regulations. Provides that the system security plan (now, the security portion of the system safety program) is not subject to discovery or admitted into evidence in federal or State court and may not be considered for other purposes in any civil action for damages arising from any matter mentioned or addressed in that plan. Repeals a Section concerning definitions.
