Synopsis As Introduced
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning local tourism grants.

House Amendment No. 1
Deletes reference to:

Adds reference to:
20 ILCS 801/5-20 new

Deletes everything after the enacting clause. Amends the Department of Natural Resources Act. Prohibits the Department of Natural Resources from entering into any contract, incurring any obligation, or expending any moneys for the purpose of dredging or cleanup of the Waukegan Harbor unless the associated harbor or waterway is maintained as a commercially navigable harbor that has a minimum depth of 23 feet and that is accessible to commercial vessels and those seeking a harbor of refuge for safety purposes.

Deletes everything after the enacting clause. Amends the Rivers, Lakes, and Streams Act. Prohibits any agency of the State of Illinois, other than the Illinois Environmental Protection Agency, from entering into any contract, incurring any obligation, or expending any moneys for the purpose of dredging or cleanup of the approach channel, outer harbor, entrance channel, inner harbor (or inner basin), or inner harbor extension (or inner basin extension) of Waukegan Harbor that would result in a specified decrease of the channel depths. Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.
