Synopsis As Introduced
Amends the Election Code. Eliminates the requirement that a unit of local government's clerk notify the Secretary of State at least 20 days before and within 30 days after a referendum on changing the unit's home rule status. Requires that, within 45 days after a referendum successfully changing a unit of local government's home rule status, the unit's clerk must notify the Secretary of State of the referendum results and the unit's status as a home rule unit or a non-home rule unit. Effective immediately.

Deletes everything after the enacting clause. Amends the Public Community College Act. Resections a Section concerning boards of trustees. With respect to the trustee districts in Community College District No. 526, provides that all counties, townships, census tracts, block groups, blocks, annexations, and natural boundaries are those that appear on maps published by the United States Bureau of the Census for the 2000 census and maps produced by the Department of Revenue (instead of providing that all counties, townships, census tracts, block groups, and blocks are those that appear on maps published by the United States Bureau of the Census for the 2000 census). Provides that the State Board of Elections shall adjust census tract boundaries, municipal and township annexations, and natural boundaries to make compact and contiguous districts. Provides for the election of board of trustee members by trustee district rather than at large in Community College District No. 501 (Kaskaskia College). Makes related changes. Amends the State Mandates Act to require implementation without reimbursement.

 HB 1876 (S-AM 1) has the following fiscal impact: Contractual Personnel = $40,000; Printing = $3,250; Travel = $1,000; Total Fiscal Impact = $44,250.

 No land conveyances are included in HB 1876 (S-AM 1), therefore, there are no appraisals to be filed.
