This bill requires reimbursement for outpatient mental health services on an encounter rate basis, similar to that of a Federally Qualified Health Center (FQHC). Federal Centers for Medicare & Medicaid Services will not allow encounter reimbursement for community mental health providers. For FY06, State agencies combined, spent about $204 million on these services, thus the encounter rate requirement would result in a loss of approximately $102 million in Federal financial participation (FFP). To the extent that rates need to be increased further to meet the "cost basis" of the services, the cost would increase. So at a minimum, it is an immediate loss of $102 million. This includes some spending attributable to HFS, but most is Department of Human Services, Department of Children and Family Services, and the Department of Corrections. |
