Synopsis As Introduced
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plan Act to provide coverage for eating disorder treatments.

 Fiscal Note (Dept. of Healthcare & Family Services)
 There would be little, if any, cost issue. The State administered benefit plans cover eating disorders. Any increase would only be attributable to possible increased awareness of the benefit.

 Fiscal Note (Financial & Professional Regulation)
 HB 1432 has no fiscal impact to the Illinois Department of Financial & Professional Regulation.

Replaces everything after the enacting clause. Amends the Illinois Insurance Code. Changes the definition of "serious mental illness" to include eating disorders, including anorexia nervosa, bulimia nervosa, and Eating Disorders Not Otherwise Specified (EDNOS), as recognized by the most current edition of the Diagnostic and Statistical Manual.

 Fiscal Note, House Amendment No. 1 (Financial & Professional Regulation)
 HB 1432 (H-AM 1) has no fiscal impact to the Illinois Department of Financial & Professional Regulation. However, this legislation may subject other State agencies to additional fiscal responsibilities.

Senate Committee Amendment No. 1
Provides that "serious mental illness" includes anorexia nervosa and bulimia nervosa (instead of eating disorders, including anorexia nervosa, bulimia nervosa, and Eating Disorders Not Otherwise Specified (EDNOS), as recognized by the most current edition of the DSM).

Governor Amendatory Veto Message
Recommends that the enrolled bill be changed (i) to require that coverage for mental and emotional disorders include treatment and services for victims of criminal sexual assault, aggravated criminal sexual assault, predatory criminal sexual assault of a child, criminal sexual abuse, aggravated criminal sexual abuse, or any offense under Article 11 of the Criminal Code of 1961 (sex offenses), and grief treatment and services for the parent, child, spouse, sibling, domestic or same-sex partner of a person who dies by homicide or suicide and (ii) to include within the definition of "serious mental illness" adjustment disorders resulting from criminal sexual assault, aggravated criminal sexual assault, predatory criminal sexual assault of a child, criminal sexual abuse, aggravated criminal sexual abuse, an offense under Article 11 of the Criminal Code of 1961, or the death by homicide or suicide of a parent, child, spouse, sibling, or domestic or same-sex partner.
