Synopsis As Introduced
Creates the Small Retailer Tire Disposal Act. Provides that the Environmental Protection Agency shall arrange for used tires to be collected from small retailers in the State. Provides that a collection site must be available in each county of the State on at least a quarterly basis. Provides that the Agency shall publish notice of the location, date, and time of a collection in the newspaper of greatest circulation in the county of the collection site for at least 2 consecutive weekends before the date of the collection.

 Fiscal Note (Illinois Environmental Protection Agency)
 HB 1407 would impose a fiscal impact on the Illinois EPA of approximately $4.77 million per year. The Agency bases this number on its estimate that there are 2,650 small retailers throughout the State that sell 500 or fewer tires per year, as defined in the bill. These 2,650 small retailers collect 1,325,000 tires per year. With a disposal cost of $2 per tire, this comes to $2,650,000 per year. Adding to this are staffing costs (3 FTE in each of the Agency's 7 regional offices around the State, plus 3 FTE in the Agency's main Springfield office) including salary, benefits, occupancy, equipment, and vehicles, for a total of $2,040,000 per year. Finally, advertising at each collection event typically costs $200 per event for a total of $80,000 per year. Adding these three figures together equates to a total cost to the Agency of $4,770,000 per year.
