Synopsis As Introduced
Amends the School Code. Requires the Chicago Board of Education to develop a plan for implementing a program that seeks to establish common bonds between youth of various backgrounds and ethnicities, which must be similar to that of the Challenge Day organization.

Deletes everything after the enacting clause. Amends the Higher Education Student Assistance Act and the Illinois Vehicle Code. Provides that the Illinois Student Assistance Commission shall combine best practices and methods and programmatic functions of the Illinois Future Teacher Corps Program and the Golden Apple Foundation for Excellence in Teaching's Golden Apple Scholars program into one program, a public/private partnership, to be known as the Golden Apple Illinois Future Teachers Corps Partnership. Provides that this consolidated program shall be fully operational before July 1, 2010 and that Fiscal Year 2010 shall be the last year that Illinois Future Teacher Corps scholarships are available. Provides for a transition period. Requires the Commission to transfer funding from the Illinois Future Teacher Corps Program to the Golden Apple Foundation for Excellence in Teaching. Provides that following the completion of the transition of funding, all applications for scholarship assistance shall be in a form determined by the Golden Apple Scholars program, and provides that the Commission shall administer the scholarship program only until the transition of funding is completed. Provides that the eligibility and teaching obligation requirements apply only to Illinois Future Teacher Corps scholarships. Makes related changes. Effective immediately.

Deletes everything after the enacting clause. Amends the Higher Education Student Assistance Act. With respect to the Illinois Future Teacher Corps Program, requires, in each year, that a minimum of 200 awards be allocated to participants in the Golden Apple Scholars of Illinois program.
