Synopsis As Introduced
Amends the Private Sewage Disposal Licensing Act. Defines "Off-Lot Discharging Private Sewage Disposal System". Provides that every owner of an off-lot discharging private sewage disposal system must file a "Notice of Intent" with the Department of Public Health to allow coverage of the system under the blanket National Pollutant Discharge Elimination System (NPDES) permit of the State. Effective immediately.

 Fiscal Note (Illinois Environmental Protection Agency)
 HB 613 could result in the USEPA's revoking the Illinois EPA's delegation agreement, thereby causing a loss of $4 million per year to the Illinois EPA.

Deletes everything after the enacting clause. Amends the Private Sewage Disposal Licensing Act and the Environmental Protection Act to require every owner of a discharging private sewage disposal system that has a surface discharge that enters waters of commerce, the navigable waters of the State, or surface waters that are tributary to the navigable waters of the State to file a permit application with the Environmental Protection Agency to allow coverage of the system under the blanket National Pollutant Discharge Elimination System (NPDES) permit of the State. Effective immediately.
