Synopsis As Introduced
Creates the Plastic Bag Recycling Act. Requires certain retailers that distribute plastic bags to consumers to implement a plastic bag collection and recycling program. Sets out plastic bag recycling program requirements. Provides that any retailer who knowingly violates the Act is guilty of a business offense punishable by a fine of not more than $500 for the second offense and every offense thereafter.

House Amendment No. 1
Deletes everything after the enacting clause. Creates the Plastic Bag Recycling Act and the Plastic Bag Recycling Task Force. Sets out the composition and duties of the Task Force. Provides that the Task Force and the Environmental Protection Agency shall collaborate on a report to be submitted to the Governor and the General Assembly on specified aspects of the program. Sets out a voluntary pilot plastic bag recycling program for certain retailers of Lake County. Provides that the Act is repealed on June 1, 2011.
