Synopsis As Introduced
Amends the Illinois Act on the Aging. Provides that the Department on Aging shall establish a program to ensure the availability of congregate or home-delivered meals in communities with populations of under 5,000 that are not located within large urban counties. Sets forth the requirements for the program. Requires the Department to file a report with the General Assembly and the Illinois Council on Aging by January 1 of each year. Effective immediately.

House Amendment No. 1
Deletes everything after the enacting clause. Reinserts the provisions of the introduced bill with changes. Provides that, subject to appropriation, the Department may (instead of shall) establish a program to ensure the availability of congregate or home-delivered meals in certain communities. Provides that the Department may enter into contractual agreements with certain nutritional service providers. Deletes a provision requiring the Department to file a report with the General Assembly and the Illinois Council on Aging. Provides that the Department shall request any necessary waivers of federal requirements in order to allow receipt of federal funds for implementing the program. Effective immediately.

Senate Floor Amendment No. 2
Deletes everything after the enacting clause. Amends the Illinois Act on the Aging. Provides that the Department on Aging may establish a program to ensure the availability of congregate or home-delivered meals to communities with populations of under 5,000 that are not located within Cook, DuPage, Kane, Lake, or Will County. Provides that the Department may meet the requirements of the Section by entering into agreements with Area Agencies on Aging or Department designees. Provides that first consideration shall be given to entities that prepare the food locally. Provides that the funds provided shall not be used to replace funds allocated to an area or program as of the effective date of the amendatory Act. Provides that the Department must establish guidelines and standards including submission of an expenditure plan by the recipient of the funds. Effective immediately.
