Synopsis As Introduced
Amends the Illinois Insurance Code. Raises the maximum age of a dependent child that a policy of accident and health insurance may insure, originally or by subsequent amendment, upon the application of an adult member of a family who shall be deemed the policyholder, from 19 to 24. Provides that if the limiting age under the policy is less than 25 years of age, then the insurer shall, upon application of the dependent child, provide coverage after that specific age, until the dependent child is 25 years of age.

Deletes everything after the enacting clause. Amends the State Employees Group Insurance Act of 1971. Provides that "dependent" means a member's spouse and any child (1) from birth to age 24 (instead of age 19), including an adopted child, a child who lives with the member from the time of the filing of a petition for adoption until entry of an order of adoption, a stepchild or recognized child who lives with the member in a parent-child relationship, or a child who lives with the member if such member is a court appointed guardian of the child or (2) age 19 or over who is mentally or physically handicapped. Removes from the definition of "dependent" any child age 19 to 23 enrolled as a full-time student in any accredited school, financially dependent upon the member, and eligible to be claimed for income tax purposes.

Deletes everything after the enacting clause. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act. Provides that a group or individual policy of accident and health insurance or managed care plan must provide coverage for autism spectrum disorders to the extent that autism spectrum disorders are not already covered by the policy or plan. Provides that coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Provides that benefits available to an individual for treatment for an autism spectrum disorder under a policy of accident and health insurance or managed care plan may not be subject to dollar limits, deductibles, copayments, or coinsurance provisions that are less favorable to the insured than the dollar limits, deductibles, or coinsurance provisions that apply to physical illness generally. Provides that a treatment provider for autism spectrum disorders shall furnish medical records upon request of the reimbursing insurer. Makes other changes. Effective immediately.
