Synopsis As Introduced
Amends the Consumer Fraud and Deceptive Business Practices Act. Removes the exception allowing an electric service provider to divulge to credit bureaus personal information relating to a subscriber of the electric service provider without the written consent of the subscriber.

House Amendment No. 1
Deletes everything after the enacting clause. Reinserts the provisions of the original bill, amending the Consumer Fraud and Deceptive Business Practices Act, with the following changes. Requires that specified information be provided on bills submitted to subscribers of utility services (instead of only electric services). Provides that personal information relating to a subscriber of any utility service (instead of only electric service) may not be divulged to certain others without the written consent of the subscriber.

House Amendment No. 2
Deletes everything after the enacting clause. Reinserts the provisions of the original bill with the following changes. Restores the language allowing any utility service providers to divulge the listed personal information to credit bureaus without the written consent of the subscriber. Provides that credit bureaus that receive personal consumer information from a utility service provider may not use that information to determine credit scores.

 No fiscal impact.

 Judicial Note, House Amendment No. 2 (Admin Office of the Illinois Courts)
 Based on a review of the bill it has been determined that the bill would neither increase nor decrease the number of judges needed in the State.

 Housing Affordability Impact Note, House Amendment No. 2 (Housing Development Authority)
 This legislation will have no fiscal effect on constructing, purchasing, owning, or selling a single-family residence.

 Pension Note, House Amendment No. 2 (Government Forecasting & Accountability)
 HB 318, as amended by HA 2, will not impact any public pension fund or retirement system in Illinois.

 State Debt Impact Note, House Amendment No. 2 (Government Forecasting & Accountability)
 HB 318 (H-AM 2) would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

 Fiscal Note, House Amendment No. 2 (Office of the Attorney General)
 HB 318 (H-AM 2) will not have a measurable fiscal impact on the Office of the Attorney General.

 Balanced Budget Note, House Amendment No. 2 (Office of Management and Budget)
 HB 318 (H-AM 2) will have no significant impact on the Fiscal Year 2008 budget.
