Synopsis As Introduced
Amends the Illinois Vehicle Code. Provides that a vehicle dealer has complied with the provision requiring the dealer to deliver to the Secretary of State, within 20 days after transferring a vehicle to another person, the certificate of title to that vehicle, if the dealer mails the title certificate to the Secretary within the 20 days, according to the postmark.

House Amendment No. 1

	Adds reference to:
	625 ILCS 5/3-202	from Ch. 95 1/2, par. 3-202

Further amends the Illinois Vehicle Code. Provides that a security interest in a vehicle is perfected as of the time of its creation, if delivery of the necessary documentation to the Secretary of State is completed within 30 (rather than 21) days after the creation of the security interest or receipt of the existing certificate of title by the new lienholder.
