Amends the Podiatric Medical Practice Act of 1987. Changes references from "Department of Professional Regulation" to "Department of Financial and Professional Regulation" and references from "Director of Professional Regulation" to "Secretary of Financial and Professional Regulation" throughout the Act. Includes amputations under certain conditions and the provision of topical and local anesthesia and moderate and deep sedation within the definition of "podiatric medicine" or "podiatry". Provides that members of the Podiatric Medical Licensing Board may (instead of shall) receive as compensation a reasonable sum for each day actually engaged in the duties of the office and all legitimate and necessary expenses incurred in attending the meetings of the Board. Replaces the requirement that a person who is qualified for licensure as a podiatric physician be of good moral character with the requirement that he or she not have engaged in or not be engaged in any practice or conduct that constitutes grounds for disciplinary action under the Act or rules adopted under the Act. Provides that a civil penalty not to exceed $10,000 (instead of $5,000) shall be imposed for the unlicensed practice of podiatry. Requires the Department to determine the requirements for a visiting professor permit by rule. Requires the completion of continuing education at the rate of at least 50 (instead of 25) hours per year as a requirement for renewal of licensure. Makes changes in a Section concerning grounds for disciplinary action, including allowing the Department to impose fines not to exceed $10,000 (instead of $5,000) for each violation of the Act and changing certain time periods within which certain actions must be taken. Provides that summary reports shall be made available on the Department's web site (instead of sent by the Board to such institutions, associations, and individuals as the Director may determine). Makes other changes. Repeals a Section requiring the display of a license issued under the Act.
