Synopsis As Introduced
Amends the State Officials and Employees Ethics Act to impose revolving door restrictions on executive branch and legislative branch officers and employees. Amends the Secretary of State Act to give the Secretary of State Inspector General the authority to investigate lobbyist wrongdoing. Amends the General Assembly Staff Assistants Act concerning committee witness slips. Amends the Lobbyist Registration Act with respect to the following: the definition of "official"; lobbying entities; registration under the Act; serving on boards and commissions; reports; gifts; penalties; and other matters. Effective July 1, 2007.

House Amendment No. 1
In the General Assembly Staff Assistants Act, changes the responsibility for posting witness slips from a staff person designated by the committee to the legislative committee clerk, as assigned. Removes the bill's July 1, 2007 effective date.

 Fiscal Note, House Amendment No. 1 (Office of the Secretary of State)
 HB 8 (H-AM 1) has a minimal fiscal impact on the Secretary of State's Office.

House Amendment No. 3
In the State Officials and Employees Ethics Act, makes the one-year lobbying prohibition apply to executive branch constitutional officers as well as executive branch State employees. Removes the lobbying prohibition applicable to legislative branch employees and rewords the lobbying prohibition applicable to legislative branch members to prohibit them working as registered lobbyists to influence legislative action. In the Lobbyist Registration Act, exempts from registration (i) units of local government and school districts and (ii) elected officers, appointees, and employees of a unit of local government or school district who lobby exclusively for that unit or district in the scope of their duties. With respect to a lobbyist's report, (i) changes the expenditure and transaction itemization threshold from $10 to $75 and (ii) eliminates the required naming of officials known to have attended an event. Corrects a typographical error.
