Synopsis As Introduced
Amends the Airport Authorities Act. Provides that, for an airport authority containing 2 or more municipalities with a population of 5,000 or more that (i) is not located wholly within the corporate limits of the municipalities, and (ii) does not have physical facilities located wholly within a single county with a population between 600,000 and 3,000,000, 2 commissioners (instead of 1) shall be appointed by each municipality and 3 commissioners shall be appointed at large. Effective immediately.

House Committee Amendment No. 1
Deletes everything after the enacting clause. Amends the Airport Authorities Act. Provides that, when an airport authority includes 2 or more municipalities with a population of 5,000 or more, one commissioner shall be appointed from each municipality with a population between 5,000 and 45,000, and 2 commissioners shall be appointed from each municipality with a population of more than 45,000 (now, one commissioner is appointed from each municipality with a population of 5,000 or more). Effective immediately.

Senate Committee Amendment No. 1
Provides that one additional commissioner shall be appointed to the board of the Springfield Airport Authority from each municipality having a population of 5,000 or more within the Authority, and one additional commissioner shall be appointed at large. Sets forth the terms of the additional commissioners.

Deletes everything after the enacting clause. Reinserts the provisions of the bill as amended by Senate Amendment 1. Further amends the Airport Authorities Act. Provides that the Board of Commissioners of an airport authority in a county with a population between 200,000 and 500,000 may establish a Rail Authority. Provides that the Rail Authority shall be governed by a Board of Directors consisting of the Board of Commissioners of the airport authority and may include certain other members. Allows the airport authority to issue bonds for the benefit of the Rail Authority. Sets forth the powers of the Rail Authority including the power to issue bonds. Provides that the Rail Authority shall not have the power of eminent domain. Makes other changes. Effective immediately.

Senate Floor Amendment No. 3
Provides that the Board of Commissioners of an airport authority in Winnebago County (instead of a county with a population of at least 200,000 and less than 500,000 persons) may establish a Rail Authority.

Governor Amendatory Veto Message
Deletes a provision providing for additional commissioners to be appointed to the board of the Springfield Airport Authority. Provides that nothing in the Airport Authorities Act shall limit the jurisdiction of the Illinois Commerce Commission over railroad safety as provided for in the Illinois Commercial Transportation Law.
