2 | WHEREAS, Steve Rauschenberger was first elected to the | ||||||
3 | State Senate in 1992 as part of the famed "Fab Five"; and | ||||||
4 | WHEREAS, He is the Republican Spokesman for the Senate | ||||||
5 | Appropriations III Committee, and is also a member of the | ||||||
6 | Senate Appropriations I Committee, the Senate Appropriations | ||||||
7 | II Committee, the Senate Housing and Community Affairs | ||||||
8 | Committee, and the Senate Environment and Energy Committee; and | ||||||
9 | WHEREAS, As chairman of the Senate Appropriations | ||||||
10 | Committee for eight years, Senator Rauschenberger negotiated | ||||||
11 | multi-billion dollar State budgets, which provided millions of | ||||||
12 | dollars for schools, vital State programs, senior citizen | ||||||
13 | services, and local road and infrastructure improvements | ||||||
14 | without a tax increase; and | ||||||
15 | WHEREAS, He is an advocate for State taxpayers, supporting | ||||||
16 | statewide tax caps and increasing the income tax exemption; and | ||||||
17 | WHEREAS, He has been a leader in developing electric and | ||||||
18 | telecommunications deregulation law and Medicaid policy; and | ||||||
19 | WHEREAS, He was the Senate negotiator of KidCare, the State | ||||||
20 | health insurance program for children in low-income and working | ||||||
21 | families; and | ||||||
22 | WHEREAS, He was selected as an Assistant Senate Republican | ||||||
23 | Leader in 2003; and | ||||||
24 | WHEREAS, He served as President and Executive Board member | ||||||
25 | for the National Conference of State Legislators and helped | ||||||
26 | steer policy as a co-chairman of their Task Force on State and | ||||||
27 | Local Taxation of Telecommunications and Electronic Commerce; | ||||||

1 | WHEREAS, Steve has served as Township Committeeman for | ||||||
2 | Hanover Township in Cook County; he is also a former Senior | ||||||
3 | Warden of the Episcopal Church of the Redeemer and has been | ||||||
4 | active with Explorer Post 5 of the Boy Scouts of America; and | ||||||
5 | WHEREAS, Steve has been honored more than 60 times for his | ||||||
6 | legislative work by groups as varied as the Easter Seals, | ||||||
7 | Illinois Fire Fighters, various Chambers of Commerce, human | ||||||
8 | service groups, and educators; and | ||||||
9 | WHEREAS, He was a National Merit Semi-Finalist; and

10 | WHEREAS, He graduated from the College of William and Mary | ||||||
11 | with a Bachelor's Degree in Business Administration; and | ||||||
12 | WHEREAS, He is a native of Elgin, where he lives with his | ||||||
13 | wife, Betty, and raised their two sons; and | ||||||
14 | WHEREAS, He has hosted the annual Senate staff appreciation | ||||||
15 | party at his Springfield residence for many years (with varied | ||||||
16 | results); and | ||||||
17 | WHEREAS, His zeal and adventurous spirit led him to | ||||||
18 | numerous places around the world and the pursuit of higher | ||||||
19 | office on several occasions; and | ||||||
20 | WHEREAS, His throwback nature shined through in his mild | ||||||
21 | Statehouse smoking habit; and | ||||||
22 | WHEREAS, His love for junk food created a stack of M & M's | ||||||
23 | and Laffy Taffy to rival only the State's budget bills and also | ||||||
24 | led to Steve's mid-life jogging and biking habit; and | ||||||
25 | WHEREAS, Steve can happily leave the Senate knowing his | ||||||
26 | beloved Chicago White Sox were crowned the World Champions of |

1 | Professional Baseball in 2005; therefore, be it | ||||||
2 | RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL | ||||||
3 | ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Senator | ||||||
4 | Steve Rauschenberger as he leaves the Illinois Senate after 13 | ||||||
5 | years of dedicated service, and we wish him well in all his | ||||||
6 | future endeavors; and be it further | ||||||
7 | RESOLVED, That a suitable copy of this resolution be | ||||||
8 | presented to Senator Rauschenberger with our thanks for a job | ||||||
9 | well done.
