SENATE RESOLUTION NO. 877

 
2     WHEREAS, The proper use of force by police and correctional
3 officers in carrying out their official duties is of utmost
4 importance to the health, safety, and welfare of all persons in
5 the State of Illinois; and
 
6     WHEREAS, Recent events demonstrate the impact that the
7 issue of the use of Electro-Muscular Disruption technology by
8 police and correctional officers can have upon the health,
9 safety, and welfare of Illinois residents; and
 
10     WHEREAS, There is an immediate need for the review of Use
11 of Force Models and Standards used in the training of police
12 and correctional officers utilizing Electro-Muscular
13 Disruption devices; and
 
14     WHEREAS, It is in the best interest of the People of the
15 State of Illinois to have all police and correctional officers
16 thoroughly trained in the proper use of force involving
17 Electro-Muscular Disruption devices; and
 
18     WHEREAS, Currently, there are 5 police training academies
19 and 16 Mobile Team Units in the State of Illinois instructing
20 officers on the Use of Force Models and Standards; and
 
21     WHEREAS, It is in the best interest of the People of the
22 State of Illinois to have all officers trained under the same
23 or similar Use of Force Models and Standards that address the
24 proper use of EMD technology; and
 
25     WHEREAS, The Illinois Law Enforcement Training Standards
26 Board is responsible for setting standards and certifying
27 police training curricula applicable to local government
28 police and correctional officers throughout the State of
29 Illinois; therefore, be it

1     RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL
2 ASSEMBLY OF THE STATE OF ILLINOIS, that the Illinois Law
3 Enforcement Training Standards Board shall convene a Task Force
4 on Electro-Muscular Disruption Technology within one month
5 after the adoption of this resolution to study and evaluate all
6 available Use of Force Models and paradigms for the purpose of
7 presenting to the Board a recommendation for a standardized Use
8 of Force Model or paradigm for the use of Electro-Muscular
9 Disruption technology in training all police and correctional
10 officers in the State of Illinois; and be it further
 
11     RESOLVED, That the Task Force shall be composed of at least
12 11 members appointed as follows: (1) one designee of the
13 Illinois Law Enforcement Training Standards Board who shall act
14 as chair of the Task Force, (2) one designee from each of the 5
15 police officer training academies certified by the Board, (3)
16 one designee from the Illinois Sheriffs' Association, (4) one
17 designee from the Illinois Fraternal Order of Police, (5) one
18 designee from the Illinois Police Benevolent and Protective
19 Association, (6) one designee from the Illinois Association of
20 Chiefs of Police, (7) one designee from the state chapter of
21 the National Alliance for the Mentally Ill, and (8) such other
22 members as the chair may designate; and be it further
 
23     RESOLVED, That members of this Task Force shall serve
24 without compensation; and be it further
 
25     RESOLVED, The Board shall, after consideration of the
26 report of the Task Force, submit to the General Assembly for
27 its consideration, no later than January 1, 2007, its
28 recommendation for a standardized Use of Force Model for
29 utilization of Electro-Muscular Disruption technology and for
30 the training of law enforcement and correctional officers in
31 Illinois in utilizing such devices; and be it further

1     RESOLVED, That a suitable copy of this resolution be
2 presented to the Illinois Law Enforcement Training Standards
3 Board.
