| SENATE RESOLUTION

| WHEREAS, The members of the Senate of the State of Illinois |
3 |
| learned with regret of the death of John Noel of Glen Ellyn on |
4 |
| Saturday, April 29, 2006; and |
5 |
| WHEREAS, Mr. Noel was born on August 17, 1946, in Chicago; |
6 |
| and
|
7 |
| WHEREAS, He was serving his second term as a DuPage County |
8 |
| board member; since 2005, he served as the board's vice |
9 |
| chairman; he was elected to his post in 2000 and served as |
10 |
| chairman of the public transit committee and a member of the |
11 |
| storm water, technology, and transportation committees; and
|
12 |
| WHEREAS, In 2005, the DuPage Mayors and Managers Conference |
13 |
| named Mr. Noel as intergovernmental leader of the year; and
|
14 |
| WHEREAS, He practiced law at Noel and Associates, a firm he |
15 |
| founded in 1995; previously, he was vice president and |
16 |
| associate general counsel for Waste Management of Oak Brook, |
17 |
| where he managed complex civil and criminal litigation; he also |
18 |
| served as an officer at the law firm Chadwell and Kayser in |
19 |
| Chicago; his legal career began at the Illinois Attorney |
20 |
| General's Office, where he was chief of the antitrust division; |
21 |
| he was also a partner in Century Philanthropy Group; and
|
22 |
| WHEREAS, He was a member of the American Bar Association, |
23 |
| the American Arbitration Association, the Illinois State Bar |
24 |
| Association, the Chicago Bar Association, the DuPage County Bar |
25 |
| Association, and Medinah Country Club; and
|
26 |
| WHEREAS, From 1992 to 2002, he was co-director of the |
27 |
| capital building campaign for St. Petronille Church; he was an |
28 |
| active supporter of capital projects for several area churches; |
29 |
