2 | WHEREAS, The members of the Senate of the State of Illinois | ||||||
3 | learned with regret of the death while on duty of Illinois | ||||||
4 | State Police Sergeant Rodney Todd Miller of Decatur on Friday | ||||||
5 | May 12, 2006; and
| ||||||
6 | WHEREAS, He was born on May 23, 1965, in Decatur to David | ||||||
7 | and Ellen Miller; he graduated from Eisenhower High School in | ||||||
8 | 1983 and earned a communications degree from Millikin | ||||||
9 | University in 1988; he was a member of the Sigma Alpha Epsilon | ||||||
10 | fraternity; and
| ||||||
11 | WHEREAS, While at Millikin University, he established | ||||||
12 | himself as one of the most outstanding swimmers in NCAA | ||||||
13 | Division III; he earned All-American honors 16 times and was a | ||||||
14 | national champion six times in three events during his swimming | ||||||
15 | career; he was voted Illinois Swimmer Association Male Swimmer | ||||||
16 | of the Year four times and in 1987 was named Herald & Review | ||||||
17 | Athlete of the Year; he set numerous university, conference, | ||||||
18 | and State records, including four individual and four relay | ||||||
19 | records; he won 20 conference championships, including a | ||||||
20 | conference record 12 individual titles; twice he was named | ||||||
21 | Millikin captain and as a senior, was chosen to receive the M | ||||||
22 | award, given to the senior man who contributed the most to | ||||||
23 | Millikin's athletic program; and
| ||||||
24 | WHEREAS, After graduation, he worked two years as personnel | ||||||
25 | director for D.C. Becket Co. before beginning his career as an | ||||||
26 | Illinois State Trooper in 1990; he became a Special Agent in | ||||||
27 | 1994 and quickly established himself as a top-notch | ||||||
28 | investigator with a vast knowledge of criminal law; he received | ||||||
29 | a special citation after his investigative work in the Karyn | ||||||
30 | Slover homicide case, receiving accolades for his professional | ||||||
31 | excellence and unfailing work ethic; and

1 | WHEREAS, He was promoted to Sergeant on Dec. 16, 2003, and | ||||||
2 | was most recently assigned to Zone 5 investigations as the | ||||||
3 | Acting Master Sergeant over the special investigations unit; he | ||||||
4 | was a member of the Fraternal Order of Police, Trooper Lodge | ||||||
5 | 41; he received four State Police unit citations and a | ||||||
6 | department commendation for being nominated officer of the | ||||||
7 | year; and | ||||||
8 | WHEREAS, He is remembered by friends and colleagues as | ||||||
9 | possessing an outstanding work ethic and for his | ||||||
10 | professionalism and dedication to his family; he was known for | ||||||
11 | his quick laugh and self-deprecating sense of humor; and
| ||||||
12 | WHEREAS, Sergeant Miller married Karla Camillo on March 3, | ||||||
13 | 1990; he took great pride in his sons and enjoyed coaching | ||||||
14 | their baseball teams; he was most recently named commissioner | ||||||
15 | for the national league 9-10-year-olds South Shore Baseball | ||||||
16 | program; and

17 | WHEREAS, He was an avid outdoorsman and enjoyed spending | ||||||
18 | time fishing and hunting with his dad and friends at his farm | ||||||
19 | in western Illinois; he had a hunter's respect for the natural | ||||||
20 | world and always believed in conservation and preserving the | ||||||
21 | environment; and
| ||||||
22 | WHEREAS, After his collegiate athletic career concluded, | ||||||
23 | he continued to maintain his athletic mindset; he had been | ||||||
24 | training to become a triathlete and most recently had competed | ||||||
25 | in the Sullivan triathlon, placing first in swimming and 20th | ||||||
26 | overall; and
| ||||||
27 | WHEREAS, The passing of Sergeant Rodney Todd Miller has | ||||||
28 | been deeply felt by many, especially his wife, Karla; his sons, | ||||||
29 | Daley and Zach; his parents, David and Ellen Miller; his | ||||||
30 | sister, Shelly Kellum, and her husband Gary; his | ||||||
31 | brothers-in-law and sisters-in-law; and his numerous nieces |

1 | and nephews; therefore, be it
| ||||||
2 | RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL | ||||||
3 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
4 | Sergeant Rodney Todd Miller, who will be remembered for his | ||||||
5 | tireless pursuit of justice and exceptional devotion to his | ||||||
6 | family, and we extend our sincere condolences to his family, | ||||||
7 | friends, and all who knew and loved him; and be it further
| ||||||
8 | RESOLVED, That a suitable copy of this resolution be | ||||||
9 | presented to his family as an expression of our deepest | ||||||
10 | sympathy.
