| SENATE RESOLUTION
|

| WHEREAS, The members of the Senate of the State of Illinois |
3 |
| learned with regret of the death of Major General Jack M. |
4 |
| Frisbie of Waukegan on Wednesday, May 3, 2006; and
|
5 |
| WHEREAS, General Frisbie was born on July 26, 1925, in |
6 |
| Sioux City, Iowa; he married Shirley M. Haas in 1948 in Sioux |
7 |
| City, Iowa; and
|
8 |
| WHEREAS, He received his Bachelor of Science Degree in |
9 |
| Business Administration from Morningside College in 1950 and |
10 |
| completed the University of Pennsylvania Wharton School of |
11 |
| Finance Graduate Program in 1965; and
|
12 |
| WHEREAS, General Frisbie enlisted in the Marine Corps in |
13 |
| 1942; he participated in numerous heavy combat operations in |
14 |
| the South and Central Pacific Theaters during the 30 months he |
15 |
| served overseas; he was commissioned a Second Lieutenant in |
16 |
| November of 1949 via the Meritorious Commissioned Officer's |
17 |
| Program; and
|
18 |
| WHEREAS, He was again called to active duty in August of |
19 |
| 1950 and served 18 months in combat operations in Korea with |
20 |
| the First Marine Division; during that time, he was promoted to |
21 |
| First Lieutenant; he joined the Organized Marine Corps Reserve |
22 |
| and is one of the very few Marine Generals to ever command both |
23 |
| ground and aviation units; he was promoted to Captain in July |
24 |
| of 1953; and
|
25 |
| WHEREAS, In 1957, as commanding officer of the 43rd |
26 |
| Infantry Company, General Frisbie's unit was awarded the |
27 |
| General William Clement Award as the most outstanding Infantry |
28 |
| Company in the Marine Corps; in 1965, as Commanding Officer of |
29 |
| the 2nd Battalion, 24th Marines, his unit was cited as the |
30 |
| Nation's Largest and Best Trained Infantry Battalion; and
|
|

| WHEREAS, He was promoted to Major in March of 1960 and to |

| Lieutenant Colonel in September of 1965; General Frisbie served |
3 |
| as Commanding Officer of Headquarters and Headquarters |
4 |
| Squadron 48, Fourth Marine Aircraft Wing, Glenview, from 1967 |
5 |
| to 1969; the Marine Corps named his unit the Outstanding Combat |
6 |
| Support Squadron of the Fourth Marine Aircraft Wing in 1969; |
7 |
| and
|
8 |
| WHEREAS, He was promoted to Colonel in July of 1970; during |
9 |
| Maulex 1-73, he served as Commanding Officer of the 52nd Marine |
10 |
| Amphibious Unit; in April of 1975, he was reassigned as |
11 |
| Assistant Division Commander, 4th Marine Division; he was |
12 |
| advanced to Brigadier General on June 3, 1975; in April of |
13 |
| 1976, he became Commanding General, 4th Force Service Support |
14 |
| Group, 4th Marine Division, and set a precedent of becoming the |
15 |
| first Reserve General in the Marine Corps to ever take command |
16 |
| of a major Marine Corps unit in peace time; and
|
17 |
| WHEREAS, In March of 1978, President Jimmy Carter nominated |
18 |
| General Frisbie for promotion to Major General; he was advanced |
19 |
| on April 1, 1978, and reassigned as Special Assistant to the |
20 |
| President for Reserve Affairs; on April 15, 1981, General |
21 |
| Frisbie was reassigned as Deputy Chief of Staff for Reserve |
22 |
| Affairs (Mobilization Designee); he served in this capacity |
23 |
| until his retirement on September 1, 1984; and
|
24 |
| WHEREAS, General Frisbie was elected National President of |
25 |
| the Marine Corps Reserve Officer's Association in May of 1973; |
26 |
| in June of 1979, he was elected Chairman of the Board; he is a |
27 |
| past Vice President of the Navy League, and he served a three |
28 |
| year tour as a member of the Marine Corps Reserve Policy Board; |
29 |
| in October of 1978, the Secretary of the Navy appointed him |
30 |
| President of the Policy Board; and
|
31 |
| WHEREAS, On May 12, 1980, the Secretary of Defense |

| appointed General Frisbie to a three year term as a member of |
2 |
| the Armed Forces Policy Board; the Secretary of Navy, on March |
3 |
| 1, 1983, appointed General Frisbie President of the Marine |
4 |
| Corps Policy Board for the second time; the Illinois Chamber of |
5 |
| Commerce presented General Frisbie the Distinguished Service |
6 |
| Award in recognition of his community work and leadership in |
7 |
| Civic Affairs; he served on several Boards of Directors as an |
8 |
| advisor or consultant; and
|
9 |
| WHEREAS, An Investment Banker in civilian life, General |
10 |
| Frisbie was the Vice President in charge of Midwest Operations |
11 |
| for Chicago based John Nuveen and Company, Inc.; and
|
12 |
| WHEREAS, The passing of Major General Frisbie has been |
13 |
| deeply felt by many, especially his four children, seven |
14 |
| grandchildren, and one great-grandchild; he was preceded in |
15 |
| death by his wife, Shirley; therefore, be it
|
16 |
| RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL |
17 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
18 |
| Major General Jack M. Frisbie, who served his country with |
19 |
| honor and distinction, and we extend our sincere condolences to |
20 |
| his family, friends, and all who knew and loved him; and be it |
21 |
| further
|
22 |
| RESOLVED, That a suitable copy of this resolution be |
23 |
| presented to his family as an expression of our deepest |
24 |
| sympathy.
