| SENATE RESOLUTION

| WHEREAS, The members of the Senate of the State of Illinois |
3 |
| learned with regret of the death of Judge Charles Edward Ruth |
4 |
| of Hinsdale on Sunday, April 9, 2006; and
|
5 |
| WHEREAS, He was born and raised in Hinsdale and was the |
6 |
| grandson of the late Linus C. Ruth, who also served as a judge |
7 |
| in DuPage County, in the early 1900s; Charles Edward Ruth was |
8 |
| taught to read and write at an early age by his grandmother, |
9 |
| the late Ella Ruth, who was one of the first librarians at the |
10 |
| Hinsdale Public Library; in his youth, he enjoyed reading books |
11 |
| on history, archeology, Greek mythology, and geology; and
|
12 |
| WHEREAS, He received a bachelor's degree from the |
13 |
| University of Illinois at Urbana-Champaign and then valiantly |
14 |
| served his country as a member of the U.S. Army in Korea during |
15 |
| the Korean War; after his discharge, he returned to Chicago and |
16 |
| took history courses at the University of Chicago; he worked at |
17 |
| various jobs before becoming an insurance adjuster with |
18 |
| Allstate Insurance; and
|
19 |
| WHEREAS, During that time, he also took night classes at |
20 |
| John Marshall Law School, eventually receiving his law degree; |
21 |
| he then worked for the DuPage County state's attorney's office, |
22 |
| where during the 1970s he helped "break in" many younger |
23 |
| attorneys, including former Illinois Attorney General Jim |
24 |
| Ryan; and
|
25 |
| WHEREAS, Judge Ruth was appointed an associate judge in the |
26 |
| early 1980s, serving in the 18th Judicial Circuit in Wheaton, |
27 |
| until his retirement in 1994; during his years on the bench, he |
28 |
| was known to run a "tight ship" in the courtroom; he had the |
29 |
| utmost respect for the law and expected those in his courtroom |
30 |
| to be punctual and prepared; and
