2 | WHEREAS, The members of the Senate of the State of Illinois | ||||||
3 | learned with regret of the death of Dr. Delancey Howard Moore | ||||||
4 | of East St. Louis on Sunday, April 2, 2006; and
| ||||||
5 | WHEREAS, Dr. Moore was born on September 20, 1951, in St. | ||||||
6 | Louis, Missouri to Katherine Reynolds and Ellis T. "Beef" | ||||||
7 | Moore; he was an only child, reared by his loving mother, | ||||||
8 | grandmother, Renthie Reynolds, and aunt, Carrie Cannon; he | ||||||
9 | followed the guidance and wisdom of these three women, as he | ||||||
10 | matured into a man of exemplary stature; and
| ||||||
11 | WHEREAS, Dr. Moore received his formal education in the | ||||||
12 | East St. Louis school system, graduating from East St. Louis | ||||||
13 | Senior High School in January, 1970; his educational journey | ||||||
14 | was steady and progressive; he attended Eden Theological | ||||||
15 | Seminary and was a graduate of Parkland College in Champaign; | ||||||
16 | he received a Doctorate of Philosophy from LaSalle University | ||||||
17 | in Mandeville, Louisiana; he was also a graduate of the U.S. | ||||||
18 | Department of Justice Training Academy, the National Sheriffs | ||||||
19 | Association, and the F.B.I. Academy in Quantico, Virginia; and
| ||||||
20 | WHEREAS, On April 5, 1975, Dr. Moore married Debra Anne | ||||||
21 | Holt; the couple enjoyed thirty-one years of marriage; he was a | ||||||
22 | devoted husband and father to his three children, Delancey II, | ||||||
23 | Darrington, and Marcia; he was very proud of his family and | ||||||
24 | drew strength from their love; and
| ||||||
25 | WHEREAS, Dr. Moore enjoyed a stellar career in criminal | ||||||
26 | justice; he was Parole Supervisor for the Illinois Department | ||||||
27 | of Corrections, which comprises St. Clair and eleven other | ||||||
28 | Southern Illinois counties; in the past, he served as a | ||||||
29 | Probation Officer for St. Clair County's Probation and Court | ||||||
30 | Services Department, 20th Judicial Circuit, a Correctional | ||||||
31 | Officer, a Classification Specialist, a Training Academy |

1 | Director, and ultimately, Jail Superintendent at the St. Clair | ||||||
2 | County Sheriff's Department; and | ||||||
3 | WHEREAS, Dr. Moore was appointed and served as a member of | ||||||
4 | the State of Illinois Prisoner Review Board; he taught in the | ||||||
5 | Criminal Justice Department at Southwestern Illinois College; | ||||||
6 | he was most proud of founding a family business, Moore | ||||||
7 | Memorials, which specializes in headstones and plaques; and | ||||||
8 | WHEREAS, On February 10, 1986, Dr. Moore entered ministry | ||||||
9 | at Mt. Zion Missionary Baptist Church in East St. Louis; as one | ||||||
10 | of Mt. Zion's proud "Sons of Thunder", he was ordained as a | ||||||
11 | Baptist Minister on June 5, 1988; also in 1988, he was elected | ||||||
12 | to serve as pastor of the Abyssinian Missionary Baptist Church | ||||||
13 | in St. Louis, Missouri, where he served as spiritual leader for | ||||||
14 | eleven years until October 3, 1999 when he was sent by God and | ||||||
15 | elected pastor by the congregation of St. Mark Missionary | ||||||
16 | Baptist Church in East St. Louis; and | ||||||
17 | WHEREAS, Having been inspired by his mentor and godfather, | ||||||
18 | the late Marion E. Officer, Sr., Dr. Moore became a student of | ||||||
19 | oratory; he honed his skills over the past twenty-two years as | ||||||
20 | the radio voice for the Officer Funeral Homes' weekly Sunday | ||||||
21 | night broadcast; he became a licensed funeral director with | ||||||
22 | Officer Funeral Homes in 1991, incorporating his unique brand | ||||||
23 | of empathy and compassion to the families he served; and | ||||||
24 | WHEREAS, Dr. Moore received various service awards and | ||||||
25 | professional recognitions through the years; he had many | ||||||
26 | interests and affiliations, including membership in Kappa | ||||||
27 | Alpha Psi Fraternity, Inc., East St. Louis Alumni Chapter, | ||||||
28 | where he served as Lt. Strategus and Southern Cross Lodge No. | ||||||
29 | 112; and | ||||||
30 | WHEREAS, He was preceded in death by his parents; his | ||||||
31 | grandmother, Renthie Reynolds; his father-in-law, Myles E. |

1 | Holt; his grandmother-in-law, Annie "Nana" Thompson; and his | ||||||
2 | grandfather-in-law, George "Papa" Thompson; and | ||||||
3 | WHEREAS, The passing of Dr. Delancey Howard Moore has been | ||||||
4 | deeply felt by many, especially his wife, Debra Holt Moore; his | ||||||
5 | children, Delancey H. Moore, II, Darrington H. Moore, and | ||||||
6 | Marcia D. Byrd; his aunt, Carrie Cannon; his great aunt, Sennie | ||||||
7 | Adams; his cousins, Francis Washington, Shirley Grey, George | ||||||
8 | Washington, and James Lincoln; his mother-in-law, Delores Y. | ||||||
9 | Holt; his brother-in-law, Myles E. Holt, II; his niece, Kailey | ||||||
10 | M. Holt; other relatives; his second family, M. Bernadette | ||||||
11 | Officer, Carl E. Officer, and Marion E. Officer, II; his very | ||||||
12 | special friends, Senator James F. Clayborne, Jr., V. Kenneth | ||||||
13 | Johnson, Christopher McKinley, Parris McIntosh, Stephen Bond, | ||||||
14 | and Dexter Lang; his numerous friends and co-workers; his St. | ||||||
15 | Mark Missionary Baptist Church family; his Mt. Zion Missionary | ||||||
16 | Baptist Church family; and all those who love the Lord; | ||||||

18 | RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL | ||||||
19 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
20 | Dr. Delancey Howard Moore and we extend our sincerest | ||||||
21 | condolences to his family, friends, and all who knew and loved | ||||||
22 | him; and be it further
| ||||||
23 | RESOLVED, That a suitable copy of this resolution be | ||||||
24 | presented to his family as an expression of our deepest | ||||||
25 | sympathy for their loss.
