SENATE RESOLUTION

 
2     WHEREAS, The quality of life and the economic success of
3 Illinois citizens and the State are increasingly tied to
4 postsecondary degree attainment; and
 
5     WHEREAS, A majority of current undergraduate students
6 attend more than one college or university, with dual
7 enrollment and credit by examination becoming increasingly
8 common among college students; and
 
9     WHEREAS, Integrating existing information tools for
10 students, such as Illinois MENTOR operated by the Illinois
11 Student Assistance Commission and the Course Applicability
12 System funded by the Board of Higher Education, will assist in
13 breaking down barriers for students and ease their transition
14 from high school to college and their transfer from one college
15 to another; and
 
16     WHEREAS, Information on college student preparation,
17 participation, remediation, mobility, and performance is
18 incomplete, not readily accessible, and not easily linked to
19 other relevant education and workforce development data on a
20 statewide basis; and
 
21     WHEREAS, The taxpayers of Illinois make large investments
22 in the education of the State's citizens at all levels of
23 instruction and should expect that educational institutions
24 that benefit from State funds directly or indirectly will
25 provide data to State policymakers that will allow them to
26 evaluate educational policies and appropriate funds in the most
27 beneficial manner for the State; therefore, be it
 
28     RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL
29 ASSEMBLY OF THE STATE OF ILLINOIS, that that the Board of
30 Higher Education strengthen and expand the existing shared

1 enrollment data consortium to collect additional information
2 on college student preparation, participation, mobility, and
3 performance; maintain the data at a central location; and
4 encourage participation by all Illinois institutions in the
5 shared enrollment data consortium and the teacher data
6 warehouse; and be it further
 
7     RESOLVED, That the Board of Higher Education collaborate
8 with the Joint Education Committee to evaluate existing
9 education and workforce data collection methods and databases
10 and develop an integrated longitudinal data system that will
11 provide educators and policymakers with the information needed
12 to align curriculum and instruction at all levels and ensure
13 that Illinois taxpayer resources are deployed most effectively
14 to prepare Illinois students and workers to compete in the
15 global economy; and be it further
 
16     RESOLVED, That suitable copies of this resolution be
17 delivered to the Governor, the chairperson of the Board of
18 Higher Education, the chairperson of the Illinois Community
19 College Board, the chairperson of the Illinois Student
20 Assistance Commission, and the chairperson of the State Board
21 of Education.
