SENATE RESOLUTION

 
2     WHEREAS, Community Integrated Living Arrangements (CILAs)
3 currently serve approximately 8,500 individuals with
4 developmental disabilities in Illinois; and
 
5     WHEREAS, These individuals manifest a wide range of medical
6 needs, including chronic and acute diseases, post-surgical
7 conditions, and ongoing medical assessment and oversight
8 needs; and
 
9     WHEREAS, As individuals served in CILAs advance in age,
10 their medical needs become more acute; and
 
11     WHEREAS, The administrative rules adopted by the
12 Department of Human Services require CILA program operators to
13 provide individuals served in CILAs with the necessary services
14 of registered nurses; and
 
15     WHEREAS, Registered nurses are critical to the work of the
16 community support team and are the key to providing staff
17 training and oversight with respect to the administration of
18 medications; and
 
19     WHEREAS, It is recognized that registered nurses provide
20 necessary health care analysis and staff consultation in CILAs;
21 and
 
22     WHEREAS, Having a sufficient number of registered nurses is
23 vital to providing high levels of health care to CILA
24 participants; and
 
25     WHEREAS, Current levels of reimbursement by the State of
26 Illinois to CILA providers appear inadequate to recruit and
27 retain sufficient nursing staff; therefore, be it

1     RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL
2 ASSEMBLY OF THE STATE OF ILLINOIS, that the Illinois Department
3 of Human Services shall establish a CILA nursing services
4 reimbursement working group that will examine the scope and
5 responsibilities of registered nurses working within the CILA
6 program and make recommendations with respect to appropriate
7 duties, staffing expertise, salary, wages, and staffing ratios
8 that recognize the multiple site locations of CILAs; and be it
9 further
 
10     RESOLVED, That the CILA nursing services reimbursement
11 working group shall also study and evaluate the adequacy of
12 reimbursement rates for nursing services within the CILA rate
13 methodology with respect to their sufficiency and
14 competitiveness of wages; and be it further
 
15     RESOLVED, That the CILA nursing services reimbursement
16 working group shall be chaired by the Director of the Division
17 of Developmental Disabilities of the Department of Human
18 Services, shall include CILA providers, representatives from
19 statewide provider and advocacy organizations, other
20 representatives of the Department of Human Services Division of
21 Developmental Disabilities, representatives from the nursing
22 profession, and other appropriate stakeholders, and shall
23 issue a written report of its findings and conclusions to the
24 Secretary of Human Services, the General Assembly, and the
25 Governor no later than March 31, 2006; and be it further
 
26     RESOLVED, That a copy of this resolution be sent to the
27 Secretary of Human Services.
