| WHEREAS, The members of the Senate of the State of Illinois |

| learned with sadness of the death of Wanda Upchurch of Johnston |
4 |
| City on July 30, 2005; and
|
5 |
| WHEREAS, Mrs. Upchurch was born June 14, 1935, in Glen |
6 |
| Carbon, to Cecil Phelps and Harriett (Gaul) Phelps; she married |
7 |
| Kenneth Upchurch on June 17, 1995, in Thompsonville; and
|
8 |
| WHEREAS, She was a member of Mount Zion Baptist Church in |
9 |
| Thompsonville; and
|
10 |
| WHEREAS, She was preceded in death by her parents; her |
11 |
| first husband, Duane Arms, and one brother; and
|
12 |
| WHEREAS, The passing of Wanda Upchurch is felt by all who |
13 |
| knew and loved her, especially her husband, Kenneth; her |
14 |
| daughter, Dana Baltzell and husband David McCracken; her |
15 |
| grandchildren, Kyle, Kole, and Kala Osburn; her |
16 |
| great-grandchildren, Kobe, McKenzie, Madison, and Kellen; her |
17 |
| sister, Thelma Wheeler and husband Glen; and her brothers, |
18 |
| Cecil "Bud" Phelps and wife Joyce and Lowell Phelps and wife |
19 |
| Linda; therefore, be it
|

| RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL |

| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
22 |
| Wanda Upchurch and extend our sincerest condolences to her |
23 |
| family and friends; and be it further
|
24 |
| RESOLVED, That a suitable copy of this resolution be |
25 |
| presented to her family as an expression of our deepest |
26 |
| sympathy.
