| WHEREAS, Judge Allen Hartman, a lifelong Chicago resident, |
3 |
| passed away March 3, 2005; and
|
4 |
| WHEREAS, Judge Hartman lived by and loved the law; as an |
5 |
| Illinois Appellate Court judge for nearly three decades, he |
6 |
| dealt with mobsters, double jeopardy, high profile murders, and |
7 |
| a slew of civil matters; one of his cases was the basis for a |
8 |
| "Law & Order" episode; and
|
9 |
| WHEREAS, In the courtroom, Judge Hartman was known for his |
10 |
| quick turnaround in writing punctuation-perfect opinions; he |
11 |
| will be remembered as a fine judge, dedicated to law and |
12 |
| conscious of the significance of every decision he was writing; |
13 |
| his questions were incisive, appropriate, and he knew how to |
14 |
| get to the jugular; on the bench he was strictly business, off |
15 |
| the bench he had a great sense of humor; and
|
16 |
| WHEREAS, He was born in Chicago and received his education |
17 |
| from Roosevelt High School and Northwestern University, where |
18 |
| he received his bachelor and law degrees; he was elected to the |
19 |
| Board of Editors of the Northwestern University Law Review; he |
20 |
| was admitted to the Illinois and Federal Bars in 1959; and
|
21 |
| WHEREAS, In the 1960s and early 1970s, Judge Hartman was |
22 |
| first assistant corporation counsel for the City of Chicago and |
23 |
| general counsel to corporation counsel; he authored |
24 |
| legislation that enabled high-rises to tower over air rights of |
25 |
| old railroad tracks and this sparked increased development |
26 |
| north of Grant Park; the city later named a street in this |
27 |
| neighborhood in honor of him; and
|
28 |
| WHEREAS, He was appointed Circuit Court Judge in 1973 and |
29 |
| elected in 1974; Judge Hartman was elected Appellate Court |
30 |
| Judge in 1978 and retained in 1988 and 1998; he served as |
