SENATE JOINT RESOLUTION

 
2     WHEREAS, There has been, and continues to be, a significant
3 expansion in the volume of personal property sold through
4 pawnbrokers, auction services, consignment sellers, and other
5 resellers; and
 
6     WHEREAS, There has been, and continues to be, a similar
7 increase in the volume of stolen personal property sold through
8 pawnbrokers, auction services, consignment sellers, and other
9 resellers; and
 
10     WHEREAS, Access by law enforcement to sales-related
11 information generated by pawnbrokers, auction services,
12 consignment sellers, and other resellers has always been an
13 important tool in combating burglary, robbery, theft, and other
14 crimes directed at personal property; and
 
15     WHEREAS, Recent advances in electronic data collection and
16 compilation have greatly simplified both the reporting of
17 sales-related information by pawnbrokers, auction services,
18 consignment sellers, and other resellers; and
 
19     WHEREAS, These same advances have created opportunities
20 for law enforcement to access sales-related information at
21 increasingly shorter intervals after the date of sale; and
 
22     WHEREAS, Law enforcement agencies, pawnbrokers, auction
23 services, consignment sellers, resellers, and information
24 technology-related businesses in several states have created
25 differing systems to provide law enforcement with timely access
26 to sales-related information; therefore, be it
 
27     RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL
28 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
29 CONCURRING HEREIN, that there is created the Re-Sellers'

1 Electronic Reporting Task Force, consisting of 19 members
2 appointed as follows:
3         (1) four members of the General Assembly, one member
4     appointed by the President of the Senate, one member
5     appointed by the Minority Leader of the Senate, one member
6     appointed by the Speaker of the House, and one member
7     appointed by the Minority Leader of the House; the members
8     appointed by the President of the Senate and the Speaker of
9     the House shall serve as co-chairs of the Task Force;
10         (2) three members appointed by the Governor; and
11         (3) twelve members who are not members of the General
12     Assembly appointed by the co-chairs of the Task Force
13     representing a range of interests, including: law
14     enforcement, pawnbrokers, consignment sellers,
15     auctioneers, insurance companies, and the general public;
16     and be it further
 
17     RESOLVED, That all members shall serve without
18 compensation but shall be reimbursed for their reasonable and
19 necessary expenses from funds appropriated for that purpose;
20 and be it further
 
21     RESOLVED, That the Task Force shall study the various
22 systems, technologies, and methods of operation for providing
23 law enforcement with timely access to information relating to
24 the sales of personal property by pawnbrokers, auction
25 services, consignment sellers, and other resellers, and shall
26 consult with such law enforcement agencies, pawnbrokers,
27 auction services, consignment sellers, resellers, and other
28 persons or entities as it may deem fit, including, but not
29 limited to, providers of technology and services relating to
30 the collection, compilation, storage, and access to such
31 information; and be it further
 
32     RESOLVED, That on or before December 31, 2006, the Task
33 Force shall report to the General Assembly concerning its

1 recommendations regarding the systems and technologies,
2 together with their usage and potential funding mechanisms and
3 sources, to be implemented to create a state-wide system for
4 the collection of sales-related information by pawnbrokers,
5 auction services, consignment sellers, and other resellers,
6 and for the compilation, storage and timely access to such
7 information by law enforcement and shall include proposed
8 legislation to implement its recommendations, if needed; and be
9 it further
 
10     RESOLVED, That upon issuing its report, the Task Force
11 shall be dissolved.
