| SENATE JOINT RESOLUTION
|

| WHEREAS, The General Assembly takes pride in recognizing |
3 |
| the accomplishments and contributions of Illinois officials |
4 |
| and citizens; and
|
5 |
| WHEREAS, Senator James Peyton "Pate" Philip became Senate |
6 |
| President in 1993; and
|
7 |
| WHEREAS, Senator Philip started his political career in |
8 |
| 1965 as York Township Auditor, was elected to the Illinois |
9 |
| House of Representatives in 1966, and served there until 1974, |
10 |
| when he was elected to the Illinois Senate; in the Senate, he |
11 |
| served as Minority Leader from 1981 until he was elected Senate |
12 |
| President in 1993, and he was re-elected Senate President in |
13 |
| 1995, 1997, 1999, and 2001; and |
14 |
| WHEREAS, Senator Philip served as Chairman of the DuPage |
15 |
| County Republican Central Committee for just under 34 years; |
16 |
| and
|
17 |
| WHEREAS, Senator Philip is recognized for his work to |
18 |
| increase public access to the legislative process, improve our |
19 |
| schools, streamline government, hold the line on taxes, and |
20 |
| improve the State's job climate; and
|
21 |
| WHEREAS, Senator Philip ably served the changing needs of |
22 |
| DuPage County through three decades of public service as |
23 |
| farmland and woodlands became subdivisions and bustling |
24 |
| commercial centers; and
|
25 |
| WHEREAS, Senator Philip brought the concerns of DuPage |
26 |
| County and his constituents to the legislature, bringing water |
27 |
| system improvements, flood control, and other infrastructure |
28 |
| projects to the suburbs; and
|
|

| WHEREAS, Senator Philip protected DuPage County, his |
2 |
| constituents, and other suburban counties from the burden of |
3 |
| excessive property tax increases; and
|
4 |
| WHEREAS, Senator Philip is a lifelong resident of DuPage |
5 |
| County, where he is active in numerous civic and charitable |
6 |
| organizations; and
|
7 |
| WHEREAS, In 1989, the Illinois General Assembly |
8 |
| appropriated $10 million to the Illinois Department of Natural |
9 |
| Resources for the acquisition of Tri-County State Park, where |
10 |
| the goal was to blend the forest, marshland, and grasslands of |
11 |
| DuPage County's Pratt's Wayne Woods Forest Preserve to the |
12 |
| south with the newly purchased conservation lands to the north; |
13 |
| and
|
14 |
| WHEREAS, In 1991, the Illinois Department of Natural |
15 |
| Resources developed the Tri-County State Park Native |
16 |
| Vegetation Restoration Plan to guide preliminary restoration |
17 |
| activities at the site; and
|
18 |
| WHEREAS, In 1995, plans began for the construction of the |
19 |
| new Region 2 Illinois Department of Natural Resources |
20 |
| headquarters and the Tri-County State Park Visitor Center; |
21 |
| construction began in the fall of 2000, and the park opened to |
22 |
| the public in April of 2003; and
|
23 |
| WHEREAS, Senator Philip is an avid outdoorsman, whose |
24 |
| support for conservation and love of outdoor sports and |
25 |
| recreation is legendary; therefore, be it
|
26 |
| RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL |
27 |
| ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES |
28 |
| CONCURRING HEREIN, that we rename the Tri-County State Park |
29 |
| located in DuPage, Kane, and Cook counties, with its |
30 |
| headquarters at 3 South 580 Naperville Road in Wheaton, in |

| honor of James "Pate" Philip; and in implementing this honor, |
2 |
| we designate the park as the James "Pate" Philip State Park and |
3 |
| designate the park's visitor's center as the James "Pate" |
4 |
| Philip State Park Visitor Center; and be it further
|
5 |
| RESOLVED, That suitable copies of this preamble and |
6 |
| resolution be presented to Senator James "Pate" Philip, the |
7 |
| Director of the Department of Natural Resources, the President |
8 |
| of the Forest Preserve District of DuPage County, and the Board |
9 |
| of Commissioners of the Forest Preserve District of DuPage |
10 |
| County.
