SENATE JOINT RESOLUTION

 
2     WHEREAS, Telecommunications technology is advancing at a
3 rapid pace; and
 
4     WHEREAS, More and more residential customers are
5 cancelling their landline telephone service and using only
6 wireless telecommunications service; and
 
7     WHEREAS, Residential customers are also embracing new
8 telecommunications services technology that is offered over
9 the Internet and through cable television subscriptions; and
 
10     WHEREAS, The use of these new and emerging
11 telecommunications services technologies could potentially
12 affect 911-type emergency telecommunications services and the
13 ability of emergency personnel to reach residents that are in
14 danger; therefore, be it
 
15     RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL
16 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
17 CONCURRING HEREIN, that there is created the Emergency Services
18 Telecommunications Task Force, consisting of 24 members
19 appointed as follows: 2 members appointed one each by the
20 Speaker of the House of Representatives and the President of
21 the Senate, both of whom shall serve as co-chairs; 2 members
22 appointed one each by the House Minority Leader and the Senate
23 Minority Leader; 2 members appointed by the Governor; the
24 Director of the Illinois Emergency Management Agency, or his or
25 her designee; the Executive Director of the Illinois Commerce
26 Commission, or his or her designee; the Director of State
27 Police, or his or her designee; and 15 members appointed by the
28 co-chairs that are representatives of the telecommunications
29 industry, law enforcement agencies, units of local government,
30 and consumer groups, but that are not members of the General
31 Assembly. All members shall serve without compensation but

1 shall be reimbursed for their reasonable and necessary expenses
2 from funds appropriated for that purpose; and be it further
 
3     RESOLVED, That the Task Force shall study existing 911-type
4 emergency telecommunications services as they relate to new and
5 emerging telecommunications technologies; and be it further
 
6     RESOLVED, That on or before January 1, 2006, the Task Force
7 shall report to the General Assembly concerning its
8 recommendations regarding the application of 911-type
9 emergency telecommunications services to new and emerging
10 telecommunications technology, including, but not limited to,
11 wireless telecommunications, voice over Internet protocol
12 (VOIP), and telephone service provided through cable
13 television subscriptions.
