| AN ACT concerning local government.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Counties Code is amended by changing Section |
5 |
| 5-1058 as follows:
|

| Sec. 5-1058. Hawkers, peddlers, itinerant merchants, and |
8 |
| transient
vendors. A county board may license and regulate, in |
9 |
| the manner authorized by this
Section hawkers, peddlers, |
10 |
| itinerant merchants and transient vendors of
merchandise in any |
11 |
| area not within the corporate limits of a municipality
which |
12 |
| licenses or regulates hawkers, peddlers, itinerant merchants, |
13 |
| and
transient vendors of merchandise. The county board may |
14 |
| require that any
such person register his name and the name of |
15 |
| any firm he represents with
the county clerk and may make |
16 |
| reasonable restrictions of the hours during
which he may engage |
17 |
| in door - to - door solicitation. The board may
shall not
|
18 |
| require a license fee from such persons and adopt rules |
19 |
| concerning application and eligibility requirements for a |
20 |
| license
or make regulations other than those
authorized by this |
21 |
| Section . The provisions of this Section do not apply to
any |
22 |
| county which is a home rule unit , which may license and |
23 |
| regulate such persons under its home rule powers .
